Court of Appeals reinstates Cuerpo as Rodriguez mayor »

THE Court of Appeals (CA) has sustained Malacañang’s order reinstating Rodriguez Mayor Pedro Cuerpo to his post following an earlier order by the Sangguniang Panlalawigan of Rizal meting him a six-month suspension.

The CA’s fourth division, in a 10-page resolution penned by Associate Justice Noel G. Tijam, denied the petition of the Sangguniang Panlalawigan of Rizal and Rizal Vice Governor Frisco San Juan Jr. for the issuance of a temporary restraining order (TRO) and/or a writ of preliminary injunction on Malacañang’s stay order.

But the CA, at the same time, also enjoined the Office of the President to resolve the appeal within 30 days from the date of its submission for resolution, pursuant to Executive Order (EO) No. 26. By William B. Depasupil, Reporter

Rizal govt fails to get TRO to stop reinstatement of mayor »

MANILA, Philippines - The bid to stop the reinstatement of Rodriguez town mayor to his post failed when the Court of Appeals denied the petition filed by the Rizal Sangguniang Panlalawigan seeking to stop Malacanang from reinstating Mayor Pedro Cuerpo.

In a 10-page resolution penned by Associate Justice Noel Tijam, the CA’s Fourth Division said the petitioner through Rizal vice governor Frisco San Juan failed to convince the court of any urgency in issuing a temporary restraining order or a writ of injunction.

“Petitioner (Rizal government) did not sufficiently allege facts to support an urgent need to issue a TRO to prevent any great or irreparable injury that it might suffer, or that a preliminary injunction is of paramount necessity so that its application should be resolved at once. Neither has it alleged, much less proven, that serious damage or injury would immediately result if the sought injunctive relief will not be granted,” the CA said.

Named as respondents in the case were Executive Secretary Eduardo Ermita and Cuerpo.

The case started when Cuerpo was placed on a six-month preventive suspension by the Rizal provincial government for allegedly illegally raising taxes and fees for the use of Rodriguez’s landfills that serve as dumpsites for most of Metro Manila’s garbage.

MMDA urges Rizal gov’t to extend use of landfill »

TO avert a possible garbage crisis in the metropolis, the Metropolitan Manila Development Authority and its accredited group of garbage haulers asked the Rizal government for extension of the use of its landfill.

The MMDA issued the appeal after Rizal Gov. Casimiro Ynares III informed MMDA Chairman Bayani Fernando and the Solid Waste Accredited Contractors Association of the Philippines that the 19-hectare landfill will not accommodate Metro Manila’s garbage anymore.

At least 8,000 metric tons of garbage generated in the metro is being dumped at the landfill.by Alvin Murcia

MMDA asks Rizal govt to extend use of landfill »

The Metropolitan Manila Development Authority and its accredited group of garbage haulers asked the Rizal provincial government Wednesday for a reprieve after the provincial governor banned the MMDA from using the landfill.

This developed after MMDA Chairman Bayani Fernando and the Solid Waste Accredited Contractors Association of the Philippines (SWACAP) received a letter from Rizal Gov. Casimiro Ynares III advising them that the 19-hectare provincial landfill could no longer host Metro Manila’s garbage.

A big chunk of Metro Manila’s 8,000 metric tons of garbage is dumped at the provincial landfill.

The SWACAP, in yesterday’s meeting with the MMDA representatives, sought an indefinite extension of the use of the landfill until the MMDA has found a new facility following the lapse of the previous six-month extension it had secured from the Rizal provincial government last year.

The landfill was originally intended for the use of Rizal’s local government units. The Rizal government had accommodated Metro Manila’s garbage out of goodwill, according to MMDA general manager Robert Nacianceno and SWACAP officials.By RHODINA VILLANUEVA

More checkpoints in Rizal »

POLICE installed at least 11 checkpoints in strategic areas in Rizal as part of an intensified anti-criminality campaign.

Senior Supt. Ireneo Dordas, director of the Rizal Police Provincial Office, said the heightened security measure  was in consonance with the directive of Philippine National Police chief Director General Avelino Razon, Jr. in the wake of the bank robbery in Cabuyao, Laguna that left 10 people killed and the Calamba, Laguna massacre that killed eight persons.

Dordas said a 24-hour manning of the checkpoints will be personally supervised by the chiefs of police in the 13 towns and one city in Rizal.

He also tapped the help of the barangay officials along with the Traffic Management Group and Criminal Investigation and Detection Group to deter criminals. by Alvin Murcia
